Helen Watson Phelps during her career lived in New York and Rhode Island. .
Phelps chiefly painted oils of figures, children, portraits, and still-life. She studied at Académie Julian, Paris under Collin, Bouguereau, and T. Robert-Fleury. She was a member of Providence Art Club and Newport Art Association.
Her works received awards at the Pan-American Exposition in Buffalo, New York, of the 1901 and from the National Association of Women Painters and Sculptors in 1914.
